Institutional Organization of Local Self-Government as a Factor of Integration of the Russian Civilizational Space

The peculiarities of the development of territorial public self-government in the ethnolocal communities of the Republic of Khakassia are investigated. It is shown that the TPSG institute is most widespread in areas with the largest number of Khakass population. It is in demand both in large settlements with multiethnic communities and in small and medium-sized settlements with mono-ethnic communities. The content of the activities of the Khakass TPSG corresponds to the general structure of the TPSG activities in other regions. It is based on landscaping, construction of playgrounds and sports grounds, activities related to the preservation of historical memory and patriotic education. It is concluded that such a content of CBT activities represents the consensus that has developed in society regarding the basic values, which are the preservation of human potential and the continuity of generations. The study showed that ethnic themes turn out to be a constant content of the activities of the Khakass TPSG, but they are not used as an independent topic, but in combination with others, such as mass culture, cultural and educational, environmental, and local history. It is concluded that the TPSG institute and, more broadly, the institutional organization of local self-government, of which it is a part, is a significant factor in the integration of communities into a single socio-cultural and civilizational space of modern Russia.
